A scaffold can look complete from ground level and still have a defect that changes the risk for everyone using it. A loose tie, incomplete guard rail, damaged board or unauthorised alteration may not be obvious until a worker is at height. Scaffold inspection is not paperwork for its own sake. It is a practical control that protects operatives, residents, visitors and the public while allowing roof works, façade repairs, refurbishment and new-build activity to progress safely. On a busy London project, it also helps prevent avoidable delays caused by stop-work instructions, damaged access or last-minute remedial work.
Who is responsible for scaffold inspections?
Under the Work at Height Regulations 2005, scaffolding must be inspected by a competent person. Competence means more than familiarity with a scaffold system. The inspector must have the relevant knowledge, training and experience to identify defects, assess their significance and decide whether the scaffold remains safe for its intended use.
The dutyholder arrangements should be clear before the scaffold is handed over. On many projects, the scaffolding contractor carries out the statutory inspections as part of an agreed service. On others, particularly long-running construction programmes, the principal contractor or client may appoint a competent person to manage inspections. What matters is that responsibility is defined, inspection reports are available and defects are acted on without delay.
A daily visual check by users is also sensible, but it does not replace a formal inspection. Anyone seeing an issue should report it immediately and avoid using the affected area until it has been assessed.
When must a scaffold be inspected?
A formal inspection is required before the scaffold is first used, then at intervals not exceeding seven days. It must also be inspected after any event likely to have affected its strength or stability, including substantial alteration, partial dismantling, impact damage or severe weather.
For a residential roof repair, this can be straightforward: the scaffold is erected, checked and handed over before roofers begin work. For a multi-lift commercial scheme, the inspection programme needs tighter coordination. New lifts, loading bays, temporary roof adaptations and phased elevations can all change the access arrangement and require further inspection before use.
High winds deserve particular attention. Wind can loosen sheeting, netting and loose materials, increase loading on ties, or move incomplete components. After severe weather, do not assume the scaffold is safe because it remains standing. The competent person must inspect it before work recommences where conditions may have affected its integrity.
What a competent scaffold inspection should cover
The precise checks depend on the scaffold design, height, loading class, location and intended work. A tower scaffold, chimney access scaffold and a heavy-duty loading platform do not carry the same risks. However, a thorough inspection normally considers the following areas.
Ground conditions and foundations
The inspector should check that base plates, sole boards and adjustable base jacks are correctly positioned and remain supported. Ground can soften after prolonged rain, be disturbed by excavation, or be affected by vehicle movements. On pavements and constrained urban sites, segregation from pedestrians and protection against vehicle strike are equally relevant.
Structure, ties and bracing
Standards, ledgers, transoms and braces should be correctly installed, free from obvious damage and arranged in accordance with the design. Ties are critical: they connect the scaffold to the building and resist movement. Missing, altered or loosened ties must never be treated as a minor issue, particularly where the scaffold is sheeted or netted.
The inspector should also look for unauthorised changes. Trades occasionally remove components to move materials, create a larger opening or improve access to a work area. That can compromise the whole arrangement. Only trained, authorised scaffolders should alter a scaffold, and any modification should be followed by inspection before the area is used.
Working platforms and edge protection
Platforms must be fully boarded, suitably supported and clear enough for the work being undertaken. Boards should be in sound condition, properly retained where required and not overloaded with materials, waste or equipment.
Guard rails, intermediate rails and toe boards must provide effective collective protection at open edges. Gaps, missing sections and poorly fitted components are common defects, especially around ladder access points, returns and areas altered by other trades. Brick guards, debris netting or monoflex sheeting may be necessary where materials could fall towards neighbours, entrances or public routes, but these additions must be included within the scaffold design and loading assessment.
Safe access and public protection
Workers need a safe means of access to every working lift. Ladders should be secured, correctly angled and extend sufficiently above the landing point where used for access. Stair towers may be more suitable for repeated movement of operatives and materials, particularly on larger or longer-duration projects.
At ground level, inspect exclusion zones, gates, warning signage, fans, covered walkways and hoarding where applicable. A scaffold beside an occupied home or public pavement needs maximum site containment. The route used by residents, delivery drivers and neighbours must be considered alongside the needs of the workforce.
Inspection records and handover documents
Each statutory inspection should produce a written report. This should identify the scaffold, its location, the date and time of inspection, any defects found, the action taken and the name and position of the person completing the inspection. The report must be provided within the required timescale and retained for the relevant period.
A handover certificate is also valuable when the scaffold has been erected and released for use. It confirms that the structure has been checked against the agreed design or standard configuration and that users have been given the relevant safety information. It does not remove the need for ongoing seven-day inspections or checks after adverse events.
Colour-tag systems can help users see whether a scaffold is available for use, restricted or out of service. They are useful visual aids, but a tag alone is not proof of compliance. The inspection record and the condition of the scaffold remain the decisive controls.
What to do if an inspection finds a defect
The response should match the risk. A minor housekeeping issue, such as materials encroaching on a clear platform route, can often be corrected promptly under site supervision. A missing guard rail, damaged board, unstable base or removed tie may require immediate restriction of the affected lift or complete suspension of use.
Do not allow workers to improvise a repair with spare components or timber from site. Isolate the area, prevent access and contact the appointed scaffolding contractor. A practical approach for homeowners and project teams
Homeowners do not need to become scaffold inspectors, but they should know who to contact and what not to do. Keep children and unauthorised persons away from the structure, do not hang items from the scaffold, and never ask a trade to remove rails or boards for easier access. If anything appears loose after strong wind or impact, stop use and report it.
For contractors and developers, inspection planning should start during the site assessment. The scaffold design should reflect loading requirements, public interfaces, access routes, temporary works coordination and the sequence of construction. A fully insured contractor with certified erection, documented handover and reliable inspection support gives the project team a clear route from mobilisation through to safe dismantling.
