Missing design information, an unsigned handover, an out-of-date inspection record or unclear loading limits can stop works, expose people to risk and leave duty holders without the evidence they need. This top scaffold safety documentation checklist sets out the records that should be in place before trades access the structure.

For homeowners, the paperwork provides assurance that the access arrangement has been planned and handed over properly. For contractors, developers and facilities teams, it provides the controls needed to manage a live site, coordinate multiple trades and demonstrate compliance. Documentation must reflect the scaffold actually erected, not a generic file prepared before the site conditions were fully understood.

Why scaffold documentation matters on a working site

Under the Work at Height Regulations 2005, work at height must be properly planned, supervised and carried out by competent people. Scaffolding is also affected by duties under the Construction (Design and Management) Regulations 2015, particularly where several contractors, public interfaces or changing site conditions are involved.

The practical purpose of documentation is straightforward. It confirms who designed the scaffold, what it is intended to support, how it was erected, when it became safe to use and who is responsible for checking it thereafter. It also gives site managers a clear reference when a trade asks to alter a lift, remove a guard rail, load materials or attach sheeting, hoists and signage.

A standard domestic access scaffold may require a relatively simple documentation pack. A temporary roof, pavement licence arrangement, loading bay, chimney scaffold or high-rise commercial installation will normally require more detailed design and coordination. The level of paperwork depends on risk, complexity and the specific site, but the core controls remain the same.

Top scaffold safety documentation checklist before handover

The following records should be checked as a connected pack. A document is only useful if the people managing the work can find it, understand it and act on it.

  • Site survey and risk assessment: This should identify ground conditions, overhead cables, fragile surfaces, vehicle movements, neighbouring properties, public access, restricted pavement widths and the work activities the scaffold must serve. It should also record the controls required, such as barriers, fan protection, brick guards, debris netting or a temporary roof.
  • Scaffold design information: Every scaffold must be erected to a recognised standard configuration or to a bespoke design. Where a standard compliance sheet is suitable, it should define the permitted arrangement, tie pattern, lift heights, loading class and any limits on alterations. Where the scaffold falls outside that arrangement, a qualified designer’s drawing and calculations may be required. This is particularly relevant for cantilevered sections, bridges, sheeted elevations, loading bays, protection fans, temporary roofs and unusual tie patterns.
  • Design check and specification: The design must be reviewed against what the project requires. Confirm that the drawing identifies the correct building elevation, access points, foundations, loading requirements, ties and protection measures. A design that assumes masonry ties, for example, cannot simply be applied to a façade with weak masonry, cladding or limited fixing locations.
  • Method statement and erection sequence: The method statement should explain how the scaffold will be delivered, erected, altered and dismantled without creating uncontrolled exposure to falls or falling materials. It should address exclusion zones, lorry movements, segregation, lifting operations and the use of collective protection or suitable fall-arrest arrangements. The sequence matters on constrained London sites, where the scaffold may need to be installed around occupied entrances, parked vehicles or narrow access routes.
  • Competence records: The erection team should be competent for the work being carried out, with CISRS-carded scaffolders assigned at the appropriate level. Where the design includes specialist elements, the team’s experience and supervision arrangements should match that complexity. Keep records of relevant inductions, toolbox talks and site-specific briefings alongside the wider project file.
  • Inspection plan and appointed inspector details: Before the scaffold is used, the responsible person should know who will complete statutory inspections, how often they will be carried out and where the reports will be held. The inspection regime needs to cover the initial inspection, at least every seven days thereafter, and additional inspections after events likely to affect safety, such as high winds, substantial alteration, impact or a period out of use.
  • Handover certificate: A handover certificate confirms that the scaffold has been completed, inspected and released for the intended use. It should state any restrictions clearly, including loading limits, prohibited alterations, designated loading bays, access routes and areas that remain incomplete. Trades should not use a scaffold solely because it appears finished or because materials have arrived on site.
  • Public protection and permission records: If the scaffold affects a pavement, highway, public entrance or neighbouring land, retain the relevant licence, permit, consent and traffic-management information. The documentation should align with the physical controls on site, including lighting, barriers, warning signs, pedestrian routes and protection from falling objects.

Design documents must match the scaffold on site

A scaffold drawing is not a decorative attachment to a construction file. It is the basis for the structure’s tie arrangement, loading capacity and stability. Site managers should compare the installed scaffold with the design before handover, especially after phased erection or late changes to the scope.

This is where avoidable problems often arise. A roofing contractor may request a wider working platform, a loading bay or additional sheeting after the scaffold is erected. Each request can change wind loading, tie demand and the intended use of the structure. The right response is not an informal instruction to adapt the scaffold. It is to refer the change to the scaffold contractor and, where required, the designer before work proceeds.

For straightforward structures erected within the limits of a recognised compliance configuration, the supporting compliance sheet may be sufficient. For non-standard or complex structures, a bespoke drawing should be available to the site team, with revisions controlled so that outdated information is not used.

Handover is a control point, not an administrative task

The handover certificate should be signed only after the scaffold has been inspected by a competent person and found suitable for its intended purpose. It provides a clear change of responsibility between the scaffolding contractor and the user or principal contractor, subject to the agreed arrangements.

Before accepting handover, check that ladders or stair access are secure, guard rails and toe boards are complete, platforms are properly decked, ties are installed as specified and the base is stable. Confirm that gates, ladders, loading areas and incomplete sections are managed so that unauthorised users cannot enter an unsafe area.

The certificate should also explain what the scaffold is not designed to do. A general working platform is not automatically suitable for stacked pallets, waste chutes, material hoists or heavy façade works. If the loading class is unclear, stop and seek confirmation rather than relying on assumption.

Keep inspection records live throughout the project

Scaffold safety documentation does not end at handover. Inspection reports need to remain current for as long as the structure is in use. The report should identify the scaffold, date and time of inspection, defects found, actions required and the name of the competent inspector.

A useful site process makes inspection status visible without encouraging trades to make their own judgement. Many projects use a scaffold tag system alongside the formal report. Tags can assist day-to-day communication, but they do not replace the statutory inspection record or the need to report damage immediately.

After severe weather, impact from plant, removal of ties, unauthorised alteration or substantial changes to the scaffold, access should be restricted until it has been assessed. This is particularly relevant where sheeting or netting has increased wind exposure. Speed matters, but returning a structure to use before a competent inspection creates a far greater programme risk.

Control alterations and prevent paperwork drift

Once several trades are active, the greatest threat to compliance is often unauthorised alteration. A removed guard rail, relocated ladder or missing tie can compromise the whole arrangement. Make it clear in inductions and toolbox talks that only authorised scaffolders may alter the structure.

Record every approved alteration, update the design where necessary and arrange reinspection before the affected area is released. The same discipline applies when dismantling begins. Phased removal should be planned, segregated and communicated so that no trade assumes access remains available after protection has been removed.
